Proposed Work

  • The major work included in the proposed capital project is listed and described below. These items were developed by a special committee featuring the Superintendent of Schools, Board of Education members, faculty and staff and community members.

    All items address or involve the following:

    ·       Life Safety

    ·       ADA (Americans with Disabilities Act) Compliance

    ·       Energy Savings

    ·       Standard Replacements/Upgrades

    *Artificial turf and lights for the football field are not part of the proposed capital project.

    Life Safety – Replacement/upgrade of doors, primarily classroom doors.

    The safety and security of our students, staff and families is a top priority. As part of the capital project, several doors throughout the district – primarily classroom doors – will be replaced. The new doors, along with existing doors not chosen for replacement, will contain intruder lock function hardware, which allows a door to be locked without stepping into the hallway, or potentially into an unsafe situation. Door glazing will also be replaced with breach restraint glazing. These measures will enhance current safety and security measures already in place.

    Life Safety – Replacement of fire alarm system at Jr./Sr. High School and Primary Elementary School.

    The existing fire alarm systems at the Jr./Sr. High School and Primary Elementary School have reached their useful life and are out-of-date. New fire alarm systems will be installed to meet the current New York State code requirements for verbal notification and proper coverage.

    Life Safety – Installation of additional emergency lighting units at Jr./Sr. High School and Primary Elementary School.

    In the event of a power outage, emergency lighting must immediately activate. To increase visibility and safety, additional emergency lighting units will be installed in public restrooms and corridors at the Jr./Sr. High School and Primary Elementary School.

    Life Safety – Upgrade of data wiring in all three school buildings.

    Data wiring will be upgraded and/or provided in various locations in the Jr./Sr. High School, Upper Elementary School and Primary Elementary School. The upgrades and/or installation will support newer technology being funded by the Westmoreland Central School District’s “Smart Schools” project, which includes additional security cameras, a new public announcement system, new clocks, new card readers (for entranceways) and new network access points.

    ADA Compliance – Improved handicapped access at Jr./Sr. High School.

    An elevator will be installed to make the northwest wing of the Jr./Sr. High School handicapped accessible. Several classrooms, including social studies and art classrooms, along with the weight room, are located in this wing.

    Energy Savings – Replacement of several light fixtures at Jr./Sr. High School and Primary Elementary School with LED fixtures.

    LED fixture costs continue to decrease, and it’s more economical to replace older fixtures than to retrofit. Several light fixtures at the Jr./Sr. High School and Primary Elementary School will be replaced with LED fixtures, which will reduce energy consumption and result in monetary savings.

    Energy Savings – Replacement of portions of Jr./Sr. High School corridor ceiling and installation of new LED lighting.

    Portions of the Jr./Sr. High School corridor ceiling will be replaced with an accessible ceiling system and new LED lighting. The new lighting will reduce energy consumption, resulting in monetary savings.

    Standard Replacements/Upgrades – Replacement of portions of Jr./Sr. High School roof.

    Portions of the existing Jr./Sr. High School roof in need of replacement, and not replaced in previous projects, will be replaced. The insulation “R” value will be increased to meet current energy code requirements.

    Standard Replacements/Upgrades – Replacement of boiler system at Jr./Sr. High School.

    The existing steam boilers at the Jr./Sr. High School will be replaced with high efficiency hot water boilers and related unit ventilators, creating a total hot water system. This conversion will reduce energy consumption and provide for better temperature control.

    Standard Replacements/Upgrades – Replacement of Jr./Sr. High School Gym Air Handling Unit.

    The existing Jr./Sr. High School Gym air handling unit is at the end of its useful life. It will be replaced with a new rooftop unit.

    Standard Replacements/Upgrades – Replacement of Jr./Sr. High School Gym Floor.

    Over the last several years, the district has experienced issues with the current Jr./Sr. High School Gym floor, including dead spots and buckling. The gym floor will be replaced, becoming more suitable for physical education classes and athletic contests.

    Standard Replacements/Upgrades – Replacement of select electrical panels.

    Some existing electrical panels/breakers throughout the district are at the end of their useful life. They will be replaced.

    Standard Replacements/Upgrades – Improved parking and handicapped parking at Jr./Sr. High School.

    Old, worn out and cracking pavement and sidewalks at the Jr./Sr. High School adjacent to the gym and bus garage will be replaced. This will help prevent sinkholes. More handicapped parking spaces will also be made available.

    Standard Replacements/Upgrades – Installation of a LED sign/message board in front of the Jr./Sr. High School.

    The current informational sign/message board in front of the Jr./Sr. High School will be replaced with a new, more technologically friendly LED sign. The LED sign will make it possible to publicize more district events and important announcements at once. It will also be easier to read.

    Standard Replacements/Upgrades – Installation of new lift at Bus Garage.

    The “pit,” one of the repair bays located in the Bus Garage, is outdated and no longer approved for use by the New York State Department of Transportation (DOT). The “pit” will be replaced with a new lift, creating a safer work environment and allowing the district to comply with current DOT standards.
