WESTMORELAND, N.Y.- On the latest episode of Westmoreland Bulldogs: A “Pawed” Cast, Callihan Marshall sits down with Kalani Zehr of Kestrel Construction Services and Superintendent Rocco Migliori to discuss the progress of the Westmoreland Central School District’s $10.5 million Capital Project.

Approved by voters in 2024, the Capital Project meant to improve facilities across the district. Upgrades include new windows in the Primary and Upper Elementary Schools, roof replacements, a state-of-the-art turf all-purpose field with stadium seating and lighting, and renovations to the tennis courts and track.

Phase One kicked off in Fall 2024 with roof work at the Jr./Sr. High School. Phase Two began in May 2025 and includes boiler work and construction on the athletic fields.

This summer, Kestrel Construction made significant progress on the new turf field. They stripped the topsoil, added underdrainage and a subbase before installing the organic infill turf, which is scheduled for mid-August (weather permitting). According to Zehr, this field will be one of the first of its kind in Northern New York. The turf installation is expected to take 2–3 weeks.

Field lighting is scheduled to ship on Labor Day and will take 3–4 weeks to install, with a projected completion date of October 15, 2025. “This turf allows us to host larger events like marching band competitions and late games under the lights,” said Migliori. “It also benefits our student-athletes. Right now, by 7 p.m. in October, it’s dark and we’re limited. This gives us more flexibility.”

The tennis courts have been completely regraded and repaved. New fencing is in place, and resurfacing is expected to be completed by early September, just in time for the fall sports season.

While athletic improvements are highly visible, Superintendent Migliori stresses the importance of facility upgrades inside the buildings. Energy efficiency, all in all, it should save us money down the road in energy costs.”

Crews are also doing mitigation work behind several campus buildings to address recurring flooding issues that have impacted the district for more than a decade.
