2021-22 PROPOSED BUDGET – What You Need to Know
The District budget vote, along with the Board of Education election, will be held on May 18, 2021, from 11:00 a.m.-9:00 p.m. in the Jr./Sr. High School Gym Lobby. If the proposed budget is passed by voters, it will be enacted for the 2021-22 school year. If not passed, the Board of Education can:
· Place a revised budget before district residents for a vote.
· Place the same budget before district residents for a vote.
· Immediately adopt a contingency budget.
Should the proposed budget be defeated and a contingency budget is adopted pursuant to Section 2023 of the Education Law, $155,871 will be eliminated in equipment, salaries, student supplies and additional items to be determined by the Board of Education for the 2021-22 school year.

ABSENTEE BALLOTS
Absentee ballots may be obtained at the office of the School District Clerk. Applications for absentee ballots must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter or the day before the election if the ballot is to be delivered personally to the voter. A voter may complete an application for an absentee ballot in person at the District Clerk’s office by 3:30 p.m. on the day before the vote. All ballots must be returned to the District Clerk’s office no later than May 18, 2021, at 5:00 p.m., prevailing time.
TO VOTE YOU MUST BE:
-A U.S. citizen.
-At least 18 years of age.
-A resident of the District for at least 30 days prior to the date of the election, and who is not otherwise ineligible to vote under the provisions of section 5-106 of the Election Law.
TO VOTE YOU:
-DO NOT have to be registered to vote.
-DO NOT have to own property.
-DO NOT have to be a parent/guardian or have children in the district.
PROPOSITIONS ON THE BALLOT
Proposition #1 – Budget
RESOLVED, that the Board of Education of the Westmoreland Central School District in the County of Oneida, State of New York, by and hereby is authorized to expend $23,643,089 for the 2021-2022 school year, and to levy the necessary tax therefore.
*Proposition #2 – School Buses
RESOLVED, that the Board of Education of the Westmoreland Central School District in the County of Oneida, State of New York, by and hereby is authorized to purchase two (2) 66-passenger school buses and one (1) 48-passenger wheel-chair school bus for a total of $412,032, or so much therefore as may be necessary, and to levy a tax on the taxable property of the School District.
Proposition #3 – Use of Capital Reserve
RESOLVED, that the Board of Education of the Westmoreland Central School District be authorized to expend the maximum amount of $80,000 from the 2016 Capital Reserve Fund for the purpose of construction, reconstruction and equipping of school district buildings and other facilities, as well as other incidental improvements and expenses in connection therewith.
*The district is on a 10-year bus replacement schedule. When a bus is taken off a route, it is used as a spare and an older spare is traded in. Proposition 2 will utilize current funds and will have NO impact on the tax levy or to taxpayers.
BOARD OF EDUCATION ELECTION
There are two (2) candidates running to fill two (2) three (3)-year term seats at-large. The candidates will appear on the ballot in the following order:
